Here we have an extremely rare character from the series, mitsuki. Mitsuki is a member of the galaxy police who has received a major promotion since kiyone and mihoshi were assigned to the remote earth region of space. She graduated from the academy at the same time kiyone did and seemed to be very competitive with kiyone. When the viewer meets her character in the series, they are often ticked off by her presence. She is very arrogant and really throws it in kiyone's face that she is of a lower rank because of her partner mihoshi and being assigned to such a remote area of the solar system. This scene takes place right after the galaxy police have discovered that kiyone and mihoshi were accomplises in the hiding of Tenchi's fugitive group. The galaxy police (headed by mitsuki) has just cornered kiyone and has ordered her to surrender, just when mihoshi uses yagami to bust through the outter wall of the galaxy police station to save kiyone. Mitsuki has ordered the galaxy police to open fire and sort of fell over into the crossfire when this cel takes place.
